Restrictive Housing Reform Implementation Assistance Program

The Restrictive Housing Reform Implementation Assistance Program was developed in 2021 to help state correctional agencies safely reduce the of use of restrictive housing and ensure the safety and well-being of people who live and work in correctional facilities.

The goals of this program are to:

  • Provide support to correctional agencies that are ready to implement reforms.
  • Develop promising practices that correctional agencies nationwide can utilize in collecting and analyzing data to measure the impact of reforms.
  • Create resources for correctional agencies and facilities to help guide their restrictive housing reform efforts.


The program also offers customized training and technical assistance that is tailored to the specific needs and priorities of each prison system and focuses on staff engagement and leadership in proposing solutions, building capacity for effective implementation, and increased data collection, use, and reporting.
