Prison Industry Enhancement Certification Program

Under the Prison Industry Enhancement Certification Program (PIECP), the Bureau of Justice Assistance (BJA) certifies that local or state prison industry programs meet the necessary requirements to be exempt from federal restrictions on the sale of prisoner-made goods in interstate commerce. PIECP programs place individuals who are incarcerated in realistic work environments, pay them prevailing wages, and provide opportunities to develop marketable skills that support rehabilitation and successful reentry upon release.

BJA provides technical assistance to all active state and county-based certified correctional industry programs that manage business partnerships with private industry and provides the latest information and strategies on prison industries to enhance certificate holders’ prison industry programs.

Since its inception, PIECP has generated millions of dollars in support of victims’ programs, family support, correctional institution costs, and state and federal taxes.

The National Correctional Industries Association (NCIA) supports federal, state, county, and international correctional industry agencies, along with their partners in apprenticeship and work programs. NCIA provides professional development opportunities to corrections personnel through networking, training, and resources that help them stay up to date on best practices and emerging technology. In partnership with PIECP, NCIA reviews programs, compiles quarterly statistical reports, and offers technical support to PIECP certificate holders. This support includes an annual training webinar and access to online resources, which ensures that PIECP programs maintain high standards and continue to promote effective reentry outcomes.
